The purpose of the County Technical Assistance Service is to promote better county government through direct assistance to county officials and their associations.


Featured Items

The 2008 Index of Acts contains summaries of the public and private acts affecting county government that were passed by the General Assembly this year. These summaries are intended to give county officials notice of changes in the laws that affect their offices. Prior to taking action based on these new laws, the actual text of the law should be consulted. The 2008 Index of Acts is on the CTAS website under Legislative Information. The full text of all of the new laws can be found on the website of the Tennessee Secretary of State (http://tennessee.gov/sos/acts).


Minimum Wage Increase -- The federal minimum wage will increase to $6.55 on July 24, 2008. For more information on the federal minimum wage, click here: http://www.dol.gov/esa/whd/minimumwage.htm



Required Ethics Training for Full Time Elected Officials -
All Certified Public Administrators who are full time elected officials (including clerk and masters) are required to take 2 hours of Ethics training each fiscal year (July 1 to June 30) as a part of their 16 hours of re-certification. If you cannot attend a CTAS classroom ethics training program, you may take one of the following on-line classes: (1) Ethics, Ouster and Liability or (2) Ethical Decision Making. ---- To register for either of these classes, click on the COCTP Icon on the left and then click on "On Line Training". PLEASE NOTE: It will take 2-3 weeks before this credit appears on your transcript.



The federal Family and Medical Leave Act (FMLA) was amended on January 28, 2008, to grant expanded leave benefits to military personnel and their families. For details of the new law, click here.


To provide better assistance to county officials, CTAS is incorporating more technology into the services they provide. Technology is helping to change the process of learning. Learners today control the when, where, why, and how of learning. Today we not only learn through traditional classrooms but also through Web sites, Web blogs, wikiis, pod casts, and online courses. Under the interactive learning link on the CTAS Reference Materials page (http://www.ctas.utk.edu/PUBLIC/web/ctas.nsf/publications?readform) of our Web site is a new demo that explains how to use the Web site. Coming in the future to the Web site is an Environmental Web blog and audio files of Spotlights. Online courses will feature more interactive demonstrations. You may receive an e-mail occasionally that includes an audio file of information. The CTAS you've known in the past isn't changing, just evolving to find new methods of providing information to county government.
